Bill 39 Standing Committee Review Completed

The Standing Committee on Justice Policy has completed its review of the proposed Aggregate Resources and Mining Modernization Act, 2016 (Bill 39).  Presentations on Schedule 2 of Bill 39, which deals with introduction of online mining claim registration and implementation of a new electronic Mining Lands Administration System (MLAS), took place on March 2nd.

The Mining Act Modernization Phase 3 team will be at the 2017 annual convention of the Prospectors and Developers Association of Canada (PDAC) to provide a number of venues and opportunities for mineral development clients to learn more about Schedule 2 of the proposed Aggregate Resources and Mining Modernization Act (Bill 39).

Contingent upon legislation (Bill 39) being passed, all existing MNDM mineral exploration and development clients would be notified by mail with instructions to register their client profile in the new Mining Lands Administration System (MLAS). For that reason, you should ensure that we have your current mailing address on file.

Sault Ste. Marie Mining Division Spatial Data Now Available

New spatial data for the Sault Ste. Marie Mining Division is now available on CLAIMaps. Other divisions for which spatial data can currently be viewed include the Kenora, Red Lake, Patricia, and Southern Ontario Mining Divisions. Over the coming year, this new data will be made available for the other mining divisions as they are updated.

Bill 39 Committee Hearings Scheduled

The Standing Committee on Justice Policy intends to hold public hearings in Toronto on Thursday, February 23, 2017 and Thursday, March 2, 2017 to consider Bill 39, An Act to amend the Aggregate Resources Act and the Mining Act. Interested people who wish to be considered to make an oral presentation on Bill 39 on Thursday, February 23, 2017 should provide their contact name, mailing address, phone number, and email address to the Clerk of the Committee by 12:00 noon on Tuesday, February 21, 2017.

Bill 39 Sent to Committee

Second reading debate on Bill 39 at Queen’s Park ended on November 15 and the bill was referred to the Standing Committee on Justice Policy for review. The committee will decide how, where and when to entertain public comment and then will review the Bill section by section and consider amendments. All told the bill was debated for more than nine hours in the Ontario Legislature since it was introduced on October 27th. Here are some excerpts of the debate:

Today in the Ontario Legislature, Bill 39 was called for second reading. After opening speeches, a certain amount of time is allotted for the bill to be debated in the House, which is likely to take place over a number of days, before it has its second reading.

September 1, 2017 Target Deadline for Georeferencing Mining Claims

If you haven’t done so already, it’s time to think about georeferencing mining claims recorded prior to November 1, 2012. As of that date, it has been required that all new mining claims be georeferenced using GPS technology that is in accordance with Ontario’s “Georeferencing Standards for Unpatented Mining Claims” guidelines.
