Progress update – March 2014

Mines and Minerals Division:

Mining Lands Administration going Digital

Ontario is continuing its phased approach to modernizing its Mining Act. This means implementing province-wide online claim staking and a modern mining lands administration system. Implementing this phase of Mining Act Modernization requires the enactment of some technical changes to the Mining Act and some regulations.

Engaging Industry and Aboriginal Communities

With Ontario’s proposed move to online staking and a new mining lands administration system, we appreciate that discussions with those on the ground about proposed details would result in a system that helps clients and government better manage mining lands.

In December 2013, information about proposed Mining Act and regulatory changes was posted on Ontario’s environmental and regulatory registries for a 63-day public response period.

Since December 2013, Ontario has been hosting information sessions about the current phase of implementing the Mining Act Modernization process:

  • First Nations (regional meetings in Kenora, Sioux Lookout, Thunder Bay, Timmins and Toronto)
  • Métis Nation of Ontario (regional meeting in Toronto)
  • Ministry’s Industry Land Management Forum (Sudbury)
  • Minister’s Mining Act Advisory Committee (Toronto)
  • Northern Prospectors Assoc. (Kirkland Lake)
  • Individual prospectors
  • Northeastern Regional Group of Surveyors (Sudbury)
  • Northwestern Ontario Prospectors Assoc. (Thunder Bay)
  • Sudbury Prospectors & Developers Assoc.

The province thanks everyone who responded to the registry postings and took part in the regional information sessions.

The Mining Amendment Act, 2009 (Bill 173) was passed in 2009 to modernize the Mining Act and promote mineral exploration and development, to clarify requirements for Aboriginal consultation for mineral exploration and development, be more respectful of private landowners, and minimize the impact of mineral exploration and development on the environment.

What’s Next?

In this phase of the Mining Act Modernization process, the province is carefully considering the comments we’ve received.

We look forward to feedback from the Prospectors and Developers Association of Canada annual convention and spring regional exploration symposia.
