Ontario’s Diamond Certificate of Origin Program, administered by the MNDM’s Diamond Sector Unit (DSU), certifies both rough and polished diamonds from Victor Mine, Ontario's first diamond mine. Located 90 km west of the First Nation community of Attawapiskat in Northern Ontario, Victor is owned and operated by De Beers Canada.
Victor diamonds are cut and polished in Sudbury, Ontario by Crossworks Manufacturing. A Compliance and Monitoring Agreement between Crossworks Manufacturing and the Ministry of Northern Development and Mines (MNDM) is the foundation for the chain of custody process for Ontario's Certificate of Origin Program. The Program is established on the basis of rigorous monitoring procedures at all stages of the process from mining through to certification. Certificates of Origin issued by the Ontario government provide a high level of assurance regarding the chain of custody of a diamond, whether rough or cut and polished, and confirms its source as truly Canadian and conflict free.
