Mines and Minerals Division: 

Bill 39 Committee Hearings Scheduled

The Standing Committee on Justice Policy intends to hold public hearings in Toronto on Thursday, February 23, 2017 and Thursday, March 2, 2017 to consider Bill 39, An Act to amend the Aggregate Resources Act and the Mining Act. Interested people who wish to be considered to make an oral presentation on Bill 39 on Thursday, February 23, 2017 should provide their contact name, mailing address, phone number, and email address to the Clerk of the Committee by 12:00 noon on Tuesday, February 21, 2017. Interested people who wish to be considered to make an oral presentation on Bill 39 on Thursday, March 2, 2017 should provide their contact name, mailing address, phone number, and email address to the Clerk of the Committee by 12:00 noon on Tuesday, February 28, 2017.

Those who wish to only comment on the Bill may send a written submission to the Clerk of the Committee Room 1405, Whitney Block, Queen's Park, Toronto, ON M7A 1A2 by 6:00 p.m. on Thursday, March 2, 2017. An electronic version of the Bill is available on the Legislative Assembly website.

Developing MAM Regulations and Operational Policies

With Bill 39 well into its legislative process, ministry staff are starting to gather information needed to develop associated regulations and operational policies. If Bill 39 is enacted in spring of 2017 these regulations and policies would likely be developed by mid- summer after which we would be providing tutorials and training for both internal staff and our mineral development clients.

2017 A Watershed Year for MAM

Subject to passage of Bill 39 by the Ontario Legislature, many of the critical steps to introducing online claim registration in Ontario as well as implementing an electronic Mining Lands Administration System (MLAS) will happen this year and in early 2018.

Pre-conversion tasks are continuing until the fall, the proposed deadline for assessment credits for georeferencing claims is September 1, and a proposed three-month staking hiatus would begin in November, to allow time for the necessary steps to convert legacy mining claims to cell-based claims on the provincial grid. Client registration in MLAS would begin in December with online claim registration and the full rollout of MLAS functions proposed for early 2018.

Sault Spatial Data Added

Spatial data for the Sault Ste. Marie Mining Division has been added to CLAIMaps. As part of our anticipated project timelines, spatial data for all of Ontario will be updated to CLAIMaps by this summer.

One on one Sessions

Claim holders that have not yet had a one-on-one demonstration session with Ministry staff to preview the effect of the proposed conversion process on their mining claims are encouraged to contact us at miningact@ontario.ca to schedule a session.
